Sight Gauge

how do you use the the number on the gauge tape to find the number of barrels of fluid in a holding tank?

I want to know how to gauge a water and oil holding tank and then use the numbers i get to find out how many barrels of waste water is in the tank. With out sucking out any of the oil.
